Carl arrests Buddy for assaulting a police officer. Wanting to keep his record clean, Buddy tries every trick in the book. Even claiming false arrest to Carl's supervisors. Even going so far as to track Carl down at his home and offering him a guest role in an upcoming episode of his show (based on the whole incident) if the charges are dropped. Carl stands firm, and it isn't long before Buddy unwittingly reveals his true character in front of the rest of the eavesdropping Winslows. The Winslows tell the arrogant star to take those tickets and shove it.

An enraged Carl tells the clumsy dweeb to get out. A few scenes later, Urkel comes over for one last visit. His parents, obviously embarassed over their son's actions for the last time, decide to ship Urkel off to military school. As Urkel is giving Laura a classic farewell speech, Eddie ponders whether he should confess or say nothing and avoid getting into trouble. Just before Urkel's bus pulls up, Eddie tells Carl the truth and decides to face the music. Carl tells the bus to go on and apologizes to Urkel, while Eddie has to pay for the damage he caused (along with getting grounded).

Carl (after reciting the rhyme several times when Urkel's clumsiness drives him nuts) finally loses his temper and tries to go after the nerd, but quickly must rely on the dweeb to save his life when he gets dizzy. Harriet admonishes Carl on not following the doctor's advice and debunks the effectiveness of the stupid rhyme.

The nerd's appendix had ruptured (he's fine), and it looks like Carl's got a few Urkel-free days. That is, until he's shot during a robbery heist. Carl and Urkel are roommates, and as usual, Urkel causes Carl no end of grief ... that is, until the robbery suspect's partner (disguised as an orderly) comes in to blow away Carl. Urkel clonks the would-be murderer over the head with a bedpan.

Steve is a finalist in an Innoventions contest at Walt Disney World. He invites the Winslow family whom all are thrilled about going except for Carl who is too concerned about leaving work behind. Much to Laura's excitement he does at the contest but before Stephan is asked to go back into the transformation chamber and change back into Steve (to prove he's not faking it) Laura messes with the machine while no one is looking. When he does go in Stephan believes that there was a malfunction affected by the shipping of his machine. The judges decide to postpone the results of the contest for three more days while Stephan and Laura spend some time together in the happiest place on earth. Meanwhile to save money, Eddie and Waldo decide to drive down to Disney World but they encounter chaos along the way. Laura begins to regret not having Steve around while they're at Disney World until something happens that no one expected. In a giant crowd of spectators against a fairy tale setting, Stephan Urquelle proposes to Laura. She accepts. Back in Chicago, Myra wakes up in the middle of the night. Something tells her that Steve is in trouble. In the next episode she is on her way to Orlando.

This becomes the perfect oppurtunity for Carl to proove himself the most endurant over Steve. He is tired about hearing from everyone how Steve almost defeated him in an arm wrestling contest they had despite the fact that Carl did win. All For One starts up the dance marathon. Laura is partnered up with Waldo's distant cousin Bob who turns out to be a very short man. Laura is afraid of saying something offensive in front of Bob. But when Laura accindentally does, Bob assures her that it's all right, that he cant help being a short man. The dance goes on late into the night by one or two in the morning Harriet and Myra want to give but Carl and Steve refuse. The girls leave Carl and Steve anyway so the competition is between Carl and Steve alone. By 3am Grandma Winslow and Fletcher announce the dance marathon over since they are the only ones left. Everyone is gone except for Carl and Steve. They continue moving around in the night in the darkness of the dance room. At 6am, Steve and Cal notice the sun rising through the windows and the two pass out at the same time on the floor. Carl finally apologizes for refusing to admit that he is getting on in years and Steve respects Carl for that.

Nick wins repeatedly, makes obnoxious jokes and acts rudely. But Carl and the others endure it so Harriette doesn't get in trouble at work. Finally, at the next game, Harriette confronts Nick about his behavior and finds out that he will be transferred to a lower division and has no power over her anymore. Carl and Harriette throw Nick out of the house.

An English class full of unruly hooligans gives substitute teacher Urkel a pain - along with a creative scheme to get through to his defiant charges. Steve's English teacher, Mr. Donald Ludke, needs to take two days off so he appoints Steve as the substitute teacher. The first day, everyone but Laura and Myra ignores Steve, and two bullies, Kissel and Robbins, play tricks on him. But the second day, Steve uses his transformation machine to become Stefan Urquelle, who humiliates Kissel and takes charge of the class. Then Stefan teaches Robbins a love poem that helps Robbins get a date. Meanwhile, Harriette berates Carl for not helping with the housework. He hires a sexy maid, Tawny, further angering Harriette. The next day, she terminates Tawny and hires a muscular male servant, Geoffrey, to teach Carl a lesson. Carl agrees to help Harriette more often.

Waldo visits the tiny island nation of Porto Santo and accidentally gets arrested for theft. When Carl, Steve and Eddie find out, they fly there and try to get him released. The police chief, Jaime Gutierrez Garcia , who is also the mayor and the governor, offers to release Waldo if Carl pays a huge fine. Carl doesn't have enough money, so he, Eddie and Steve secretly help Waldo escape that night. But Garcia catches them and threatens to jail all four. Luckily, he also explains that Porto Santo dollars are worth a lot less than American dollars and the fine is actually pretty small. Waldo, Carl, Eddie and Steve return home. Meanwhile, Laura is reluctant to go on a date with a boy she has never met whom Harriette recommends. She would rather date the polite pizza delivery boy, David Phillips, who comes to the house on the night of the date. Then Laura finds out that David is the one her mother likes. Harriette wanted Laura to decide for herself whether she likes David, which Laura appreciates.

After Steve causes havoc with yet another of his inventions, Carl forces him to bring all of his scientific equipment to a police warehouse that night. While they're there, three hoodlums break in, tie Carl and Steve up and start robbing the place. Steve convinces them to let him demonstrate his transformation machine before they steal it, and he transforms Carl and himself into karate experts. A huge fight ensues, and Carl and Steve defeat the criminals. Carl gratefully allows Steve to move his equipment back to the house. Meanwhile, knowing that Harriette will object, Laura gets a nose ring without telling her. Harriette furiously tells her it's not the ring she minds but the fact that Laura did not ask permission. Laura reveals that it's a fake ring and says that she is now asking permission for a real one since it's okay with Harriette. Harriette is relieved when Laura decides not to get the nose ring-until she learns that Laura now wants a navel ring.

Carl issues an ultimatum concerning Eddie's recent drinking habits; meanwhile at the local cafe, female fans become intoxicated by the jazz styling of the ultra cool Stefan Urquette. Eddie, now a member of a fraternity at college but living at home, starts drinking alcohol excessively. Carl demands that if Eddie comes home drunk again, he must move out. After the next incident, Carl tells Eddie to move in with Waldo. But Waldo surprisingly refuses, saying that Eddie becomes obnoxious when he is drunk. Eddie realizes that his father is right; he shouldn't drink alcohol until he is old enough to be responsible. Carl lets him live at home. To earn money to pay for damaging the Winslow house with one of his inventions, Steve plays jazz piano in a local club - after transforming into the suave Stefan Urquelle. The highlight of his show is when Laura sings a love song with his accompaniment, followed by a passionate kiss.

Stevil explains he wants them out of the way because they'll interfere with their act, they're going on the road, with Stevil in charge, and Steve as the dummy. Eddie wakes Steve up and goes over his nightmares on holidays, assuring Steve his puppet could never come to life. Leaving the Winslow family safe...for another year!

Meanwhile, back on terra firma, Harriette conspires to get Eddie reassigned to a precinct desk job out of fear for his safety.

Urkel has to come to the rescue when a wandering satellite punctures the spacecraft in which he's traveling, preventing him and a team of astronauts from re-entering the Earth's atmosphere. With the two other astronauts on board unconscious, it's up to Urkel to repair the ship -- from the outside. Meanwhile, as Carl tries to help Harriette understand her son's need to be a police officer, Eddie's meter maid duty takes a dangerous turn. Urkel releases the satellite but starts floating away and was really in peril, but was able to use the satellite's thrusters to make it back to the spacecraft and return home to Laura.
