20 Years ago - Bruce Wayne in a hyped-up Batsuit takes on kidnappers, only to suffer a heart attack. Forced to take up a gun to save his life, he swears, "Never again," and closes down the Batcave. Today - Terry McGinnis' is a hot-headed teen who lashes out at everyone. His father, Warren, is in the employ of the Wayne/Powers Industries, which bad guy Derek Powers bought out from Bruce Wayne. Warren gets a disk with info on some kind of contaminant, and Powers knows it. Terry goes out, breaking curfew, and his father is killed by Powers' henchman who makes it look like an attack by a street gang, the Jokerz. Meanwhile, Terry has a run-in with the Jokerz and flees out into the countryside where an elderly Bruce Wayne comes to his aid. Terry takes Wayne into his manor and discovers the Batcave. Wayne kicks him out and Terry returns to find his father dead. Swearing vengeance, Terry goes back to Wayne Manor and tries to convince Wayne to let him become the new Batman. to be continued...
Bruce analyzes the disk Terry's father has, and determines it implicates Powers in a nerve gas shippng scheme. He tells Terry to take it to Commissioner Gordon, but Terry is intercepted by Powers and Fixx. Powers gets the disk but Terry escapes - Powers proceeds with the shipment of the gas to a foreign power. Teryr breaks into Wayne Manor, steals the bat suit, and goes after Powers. The augmentation suit gives Terry the edge until Bruce cuts the power, then relents when Terry is about to be killed. Terry distracts Powers, who shoots one of the gas canisters and is exposed, then goes after Fixx, his father's killer. In the final battle, Fixx is trapped in the hover-transport as it sinks to the bottom of Gotham Bay. Bruce hires Terry as his gopher, and Powers' scientists cure him of the gas' effects...by exposing him to radiation that turns him into a glowing skeletal figure.
One of Wayne-Powers' chief rivals for government contract is under constant attack by a saboteur - nameley Inque, a woman mutated into a shapechanging, liquid, and extremely agile blue blob.
A nerdy kid, Willy Watt, gets picked on constantly by both his fellow students and his abusive father, a construction worker. Willy steals his father's giant-sized construction robot and tries to get revenge, only for Batman to stop him. However, in the process a blast of electricity merges Willy's nervous system with the robot's circuitry, giving him complete mental control at a distance over it. Willy launches a second attack on the students during a dance, and Terry manges to shut down the robot. Willy is hauled off to jail as his father exults that his son has finally become something other than a wuss.
When Powers needs a guinea pig for a test to cure him, he pulls out the frozen head of Victor Fries, who fought the original Batman as Mr. Freeze. The process allows them to clone a new, disease-free body for Fries that doesn't suffer from his vulnerability to room temperatures, and he revels in his new life. Victor even donates the funds from his crimes to help the families of his former victims. Bruce Wayne is suspicious of his long-time foe, and it is Terry who is willing to give Fries the benefit of the doubt, saving him from a sniper. However, Fries' new body begins to revert to its prior state. Disappointed at the failure, Powers orders that Victor be dissected. Fries escapes, recovers a hidden cyrogenic suit, and goes on a rampage against Powers. Powers reveals his own radioactive powers, calling himself "Blight", and Terry is caught in the middle between the two while trying to convince Fries to surrender. When Blight cracks Fries' suit, Victor refuses to let Terry help him, and sends him out of the building with a blast of ice just before his suit blows up, apparently destroying Victor for good. At the end both Terry and Bruce are left to regret the waste.
Gotham gets some extra help in the form of The Terrific Trio, three scientists who gained superpowers from a radiation accident. They now fight crime with full government backing, and get much of the acclaim that the creature-of-the-night Terry never sees. Alas, behind the scenes, things aren't as terrific as they seem. Their partner Hodges actually set up the experiment to fail so that he could kill the head scientist and get the girl. The girl, Mary, was there and all three of them were transformed. Worse, the experiment is slowly driving the Trio insane. The military attack when Hodges gives the word, but the Trio manage to escape. When the Trio try to recreate the experiment and destroy the city after they discover Hodges' role in their transformation, Terry has to stop them, which he just manages to do.
After being hospitalized by an encounter with a villain shooting destructive sound waves, Bruce starts hearing voices telling him to kill himself.
Batman faces a gang dressed up as playing cards, the leader having a solid grudge against his former incarnation. After having a falling out with Dana, Terry seeing a girl who seems to carry as much weight on her shoulders as he does.
Somone's selling dangerous strength enhancing drugs, and Terry is suspected of using due to his erratic schedule and constant exhaustion.
A strangely clad man with a mesmerizing eyeball prowls Gothham, altering people's perception of reality to make them commit crimes without knowing it.
Aaron, a employee at Gotham Cryogenics is infatuated with the imprisoned Inque, and releases her from her frozen containment unit in a fit of anger after getting fired because of his..."interest" in her. Inque escapes, destroying the cold gun that Batman uses to try and capture her. Terry is worried that Inque will track them back to the Batcave, but Inque is more interested in stabilizing her demolecularizing body structure. She approaches Aaron and gets him to help in return for promising to make him like her. Bruce makes the connection and sends Terry to stop her. He almost succeeds with the use of an electrified batarang, but Aaron knocks him out and Terry is taken prisoner. Inque contacts Bruce and tells him to show up so she can kill him in revenge for thwarting her (in Black Out). Bruce shows up, and finds out that Inque only gave Aaron half the serum, transforming him into a liquid mockery of a man. When Inque tries and kills him, Bruce uses an experimental suit of power-armor but it gives him a heart attack. Terry manages to escape and in the ensuing battle, shatters a skylight and the rain dilutes Inque into nothing. Aaron is taken into custody and finds himself the subject of the same "attention" he gave Inque by his own, female attendant.
An ninja assassin is after Gotham's D.A., Commissioner Gordon's husband. When Batman tries to help out, he receives strict orders from the police chief to stay away.

With some help from Tamara, who has vast powers of illusion, he manages to defeat the other two and reunite Tamara with her parent.
Chelsea, Dana and a few friends hold a seance to summon the ghost of a student who died at the school. Much to their surprise, it seems like they're successful, as an invisible force starts tearing up the school.

Terry gets the keyword ("April Moon") and deactivates the cybernetic gizmos. The gangleader, Bullwhip escapes but comes back to Corso for help unaware the doctor knows about him and April.

Inque seems to have the upper hand until she starts to dissolve. Deanna betrayed her mother once she got hold of Inque's personal account numbers. Inque is seemingly dead and Deanna is beyond the law...but Batman warns her that Inque has been dead before.
A friend of Terry's, Charlie "Big Time" Bigelow, is released from prison, and Terry gets him a job at Wayne-Powers, hoping he'll take the chance at living a normal life. But Charlie didn't earn his nickname for nothing...

JLU member Micron is critically injured after responding to a phony distress signal and being trapped by a force field in a crashing train. In Gotham City, Superman meets with Batman and asks him to become a member. he needs Terry as he suspects someone within the JLU is a traitor. Batman is met with hostility by the other JLU members, and then rescues Aquagirl when she is trapped in a rapidly heating water tank. A series of attacks break out throughout Metropolis, and the JLU move into action. When Warhawk tries to intercept a missile, it is detonated while Batman watches on helplessly. When Batman and Bruce do a video replay, they see that Superman was the one who detonated the missile, and is apparently the traitor! Bruce takes out a piece of kryptonite he had in storage and tells Terry to stop Superman "Any way you can."
Batman uses the replay from the Batmobile to convince the other JLU members that Superman is a traitor. They reluctantly go to confront him to find that he is sabotaging Micron's recovery tank. Superman attacks them, then flees to his Fortress of Solitude in the Arctic before Terry can use the kryptonite. Pursuing him, the JLU defeats first some Superman robots and than using the kryptonite, Superman himself. They discover that Superman is under the control of a starfish-alien that has attached itself to his nervous system. They find that the starfish, part of Superman's alien zoo collection, escaped by taking over Superman years ago, and then bred. They enter a cavern to find the thousands of breeding starfish, and everyone but Terry is possessed. Terry escapes and mangaes to use an electric shock to separate Superman from his starfish. They team up and manage to free the other JLUers just before the starfish can escape into the ocean. Using Barda's boom-tube technology and Aquagirl's telepathic abilities, they send the creatures back to their home planet. Terry decides not to remain a member of the JLU.
Big Time escapes and hooks up with a smalltime gangster. Feeling alone, he has Terry abducted.
